Collaboration and Partnerships

As part of its mission, PHAP aims to establish dynamic relationships with governments and agencies engaged in humanitarian action, seeking their views and contributions in the development of a community of practice in humanitarian affairs. While remaining independent, it invites the participation of representatives of international governmental organizations (such as UN agencies), non-governmental organizations, and national governments in advisory and certifying bodies of PHAP, such as the Board of Examiners.

The Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University

HPCR is a leading policy and research center on humanitarian law and policy based in Cambridge, Massachusetts. It provides policy advices to governments and international agencies on the ways and means to address challenges to the protection of civilians in contemporary conflicts. PHAP and HPCR are close partners in the development of curricula for PHAP’s professional development training program as well as the organization of live seminars. Barcelona International Peace Resource Center

The Barcelona International Peace Resource Center (BIPRC) was created by the Barcelona City Council with the aim of spreading the culture of human rights and dialogue in resolving conflict. The Center is based at the Montjuic Castle in Barcelona, where it holds several trainings each year including PHAP’s Advanced Professional Trainings on Humanitarian Law and Policy, as well as other specialist courses for professionals working in fragile or conflict-affected countries from around the world. Belgian Ministry of Defense

The Belgian Ministry of Defense has been a close partner of HPCR International, the predecessor of PHAP, in several aspects of its training and policy activities, including the creation of the Advanced Training course in Brussels. PHAP and the Belgian Ministry of Defense have renewed this cooperation in hosting the first PHAP-led training at the Club Prince Albert Club in September 2010.  Jordan Institute of Diplomacy

Based in Amman, the Jordan Institute of Diplomacy is a long-term partner of PHAP and its predecessor, HPCR International. This fruitful cooperation continues as the Jordan Institute of Diplomacy, for the fourth year in running, will host the popular and successful Middle East series of the Advanced Professional Trainings on Humanitarian Law and Policy. The Jordan Institute of Diplomacy also offers a series of diplomacy trainings all year round, as well as organizing various international and local conferences, seminars, colloquia and workshops international issues. United Nations Children’s Fund (UNICEF)

UNICEF is the lead United Nations agency for the relief and protection of children. UNICEF and PHAP have been partnering in the organization of core and thematic training sessions with a particular focus on the protection of children in conflict. University of the Philippines Cebu

Established in 1918, the University of the Philippines Cebu is the oldest among the University of the Philippines’ colleges in the Visayas region of the Philippines. The University of the Philippines Cebu is the proud host of PHAP’s first training series in Southeast Asia, scheduled in November 2010, and is opening up its college campus to the trainings’ international participants. OCCAH & CERIUM at the University of Montreal

OCCAH (Observatoire canadien sur les crises et l'action humanitaire), as a new entity emerging from the Center for International Studies and Research (CERIUM) at the University of Montreal, has been established in order to address a growing need to better understand the humanitarian system as a vector of human development. The Institute’s mission is threefold: (2) to contribute to research and reflection on crises and humanitarian action, by promoting dialogue and exchange between academic researchers from different disciplines, experts and practitioners; (2) to actively participate in public debate with the media, population and stakeholders; and (3) to support the development of policies and best humanitarian practices. PHAP is partnering with OCCAH and CERIUM for its first Core Professional Training on Humanitarian Law and Policy in French as well as a Thematic Workshop on international humanitarian law related issues this April 2011.
